As a process towards the realization of its vision and mission, ELCSA-DS had continued with its engagement in rehabilitation and small scale development activities focusing on the marginalized and the poor communities in parts of Northern (the former homelands of Venda, Lebowa and Gazankulu), Eastern Cape (the former Ciskei and Transkei homelands) as well as former Kwa-Zulu homeland in the Kwa-Zulu-Natal provinces. Although distance of the project locations has been a major challenge for constant and effective supervision and monitoring of field activities by ELCSA-DS headquarters, the Regional co-ordination offices, in Pietersburg and Kokstad, are mandated to implement, supervise and monitor the field operation.

During the year, as well, the ELCSA-DS programme content had, more or less, remained similar to the previous years. Though with a slow pace, the undertakings included numerous activities incorporated in the Development Service programme package both for the two regions. Typical of ELCSA-DS programme, the field activities had components of small or micro projects for smaller groups in numerous areas of income generation, agriculture and environment, water and sanitation, HIV-Aids awareness, adult literacy as well as minor intervention in emergency response activities. Overall, one unique feature of ELCSA-DS programme focus is that, by and large, the beneficiaries as well as participants and owners of the projects are predominantly women.

In pursuance of its vision and mission ELCSA Development Service continued to render material and technical support to small-scale projects initiated by the communities in a participatory manner. The beneficiaries themselves identify projects, after which ELCSA-DS engage with the community to determine the viability and its potential impact on the beneficiaries and the community at large. Usually, ELCSA provides material and technical assistance to those projects prioritised by the concerned communities and jointly agreed upon. As long as the identification is done properly and objectively, it is crucial that the target group should be given what it takes to address their perceived need.
